Lay of the Landfill in the St. Louis Region

The Lay of the Landfill study was an effort to determine where C & D waste is currently going and what opportunities existed for increased diversion.

QUICK SUMMARY POINTS FROM LAY OF THE LANDFILL STUDY:

  • Landfills CAN be the leaders in C & D Waste Diversion through education
  • Landfills deal with everything good, bad and ugly.
  • Landfills in the region have an economic interest in C&D waste reduction.

While the entire waste stream needs attention, it is important to understand the current waste breakdown in Missouri to understand what impact could be had with increased construction and demolition waste diversion. As you’ll see below C & D waste makes up 18% of the total waste stream in Missouri.

The current waste stream is according to the Missouri Waste Composition Study is as follows:

Municipal Solid Waste – 60%

Construction: 5%

Demolition: 12%

Industrial: 12%

Other waste: 10%

Now that you have a better picture of the waste coming into landfills, it is also very important to understand that the existing landfills are NOT a endless resource.

Below is a summary of the current landfills and their anticipated close year:




Currently, these landfills have the following policy regarding C & D waste. Missouri Enterprise surveyed the following landfills in October 2010.  Responses are shown below:

Fred Weber/Maryland Heights, MO (314-344-0070):

  • Do you accept C&D Waste?  Yes
  • How much do you charge to accept C&D Waste?   Tonnage fee is $45/ton, Fuel & Environmental Fee is 2%; Fuel Flexible is 2.5% to 3.0%.
  • Do you have any specific restrictions on what C&D Waste you accept?  Hazardous waste, tires, liquids, and radioactive material.
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you?  Mainly get waste hauling contractors.
  • What do you do with the C&D Waste?  Material goes to active base, packed and covered at end of the day.
  • Do you accept C&D from Missouri? Yes
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)? 100%.  Very little from Illinois – Nothing 100 miles out.

Republic Services / Oak Ridge/Valley Park, MO (636-225-7220)

  • Do you accept C&D Waste?  Yes
  • How much do you charge to accept C&D Waste?  $64.50 + taxes for 1st ton; 2 tons and over is $53.50/ton + taxes; Concrete is $35.00/load + taxes
  • Do you have any specific restrictions on what C&D Waste you accept? Do not accept large appliances, tires, yard waste, free flowing liquid.  Hazardous material would need a manifest.
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you? (Own Trucks or Delivered)?  Contractors are responsible for hauling – Veolia do not have any trucks.
  • What do you do with the C&D Waste?  All material is placed directly into the landfill and worked as the day goes by.  Concrete is used for the land filling roads and to cover the landfill.  Wood is dumped as is.
  • Do you accept C&D from Missouri? Yes
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)?  We have no idea where the waste comes from.  You would need to contact each hauler to see where they picked up the waste.  The only time we would know would be if it were special waste/with papers.

Struckhoff Sanitary Landfill/Washington, MO (636-390-1010_ (Dan Boyce))

  • Do you accept C&D Waste? Yes
  • How much do you charge to accept C&D Waste?  $47.50/ton
  • Do you have any specific restrictions on what C&D Waste you accept?   No asbestos or hazardous
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you? (Own Trucks or Delivered)?   All material is delivered – no trucks
  • What do you do with the C&D Waste?    All waste is buried
  • Do you accept C&D from Missouri?  Yes
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)?   0%.  They are a small landfill and all waste comes from a 20 mile radius.

 Rock Hill Demolition Landfill/St. Louis, MO (314-968-2336)

  • Do you accept C&D Waste? Yes
  • How much do you charge to accept C&D Waste?  $14.00 per yard for most material; $15.00 per yard for concrete.
  • Do you have any specific restrictions on what C&D Waste you accept?  No hazardous, asbestos, lead paint.
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you? (Own Trucks or Delivered)? Do not have their own trucks.
  • What do you do with the C&D Waste? Crush the material and put it into a landfill.
  • Do you accept C&D from Missouri?  Yes
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)?  50%

Cottonwood Hills RDF/Marissa,  Illinois (St. Clair County)/618-295-2809

  • Do you accept C&D Waste? Yes
  • How much do you charge to accept C&D Waste?  $36.00/ton
  • Do you have any specific restrictions on what C&D Waste you accept?    Asbestos would need to go through the Special Waste Division.  Otherwise, all other C&D material is accepted.
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you? (Own Trucks or Delivered)?    All material is delivered – we do not have any trucks.
  • What do you do with the C&D Waste?  Concrete – depending upon the size of the pieces – may be put on road.  All other C&D waste is buried.
  • Do you accept C&D from Missouri?  Not aware of any C&D waste from Missouri, but they would accept.
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)?         0 %

Milam Recycle and Disp. Facility/East St. Louis, Illinois_(St. Clair County)/618-271-6788

  • Do you accept C&D Waste? Yes
  • How much do you charge to accept C&D Waste? $34.65/ton.  For a volume price, a salesman would need to be contacted.
  • Do you have any specific restrictions on what C&D Waste you accept?  Not for C&D.    Does not accept asbestos or hazardous materials.
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you? (Own Trucks or Delivered)?   Waste Management could haul.   Roll off containers.   Some materials are delivered.
  • What do you do with the C&D Waste?   Mixed loads are buried in the active site.  If concrete is separated – used on site whenever possible.
  • Do you accept C&D from Missouri?  Yes
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)?   This was very hard to estimate – so 50% was estimated.

Roxana Landfill/Edwardsville, Illinois (618-656-6912)

  • Do you accept C&D Waste? Yes
  • How much do you charge to accept C&D Waste?  With an account – $62.30/ton              Without an account – $106.24 – 1-1/2 ton                                    
  • Do you have any specific restrictions on what C&D Waste you accept? Will not accept asbestos, lead, or hazardous materials
  • Do you have trucks to pick-up the C&D Waste, or is it delivered to you? (Own Trucks or Delivered)?   They can provide roll-offs that can be picked up or companies can bring waste themselves.
  • What do you do with the C&D Waste?     All waste is buried
  • Do you accept C&D from Missouri?  Yes
  • Please give me your best estimate on what percentage of your C&D waste comes from the St. Louis Metro area (example answer is 75%)?       0%

Salem Municipal Landfill/Salem, Illinois (Marion County) (618-548-7781)

  • Do you accept C&D Waste?  No.   They are in the process of closure.
While there are alternatives to these landfills, the options are limited to non-LEED commercial project and small contractors.
